Structural Integrity Reserve Study (SIRS) service:

A Structural Integrity Reserve Study (SIRS) is a visual review of a building’s key structural components, focused on planning for future maintenance and replacement. It is required for certain Florida condominiums to help ensure that adequate funds are set aside for ongoing repairs.

The study looks at the condition of major structural elements, estimates their remaining useful life, and provides projected costs so your association can plan ahead.

It’s important to understand that a SIRS is a financial planning tool—not a structural or engineering inspection, and not the same as a Milestone Inspection. It does not involve detailed testing or analysis of individual components. Its purpose is to give a practical estimate of lifespan and costs, helping your association stay prepared and properly funded to maintain the building over time.

Florida's SB 4D, SB 154 & HB 913 (2025)

Florida House Bill 913 (HB 913) was signed into law by Governor Ron DeSantis on June 23, 2025, and most of its provisions took effect on July 1, 2025. It primarily addresses the governance, safety, and financial regulations of condominium and cooperative associations in Florida, building upon previous legislative efforts like Senate Bills 4D and 154. The bill aims to enhance safety measures, improve transparency, ensure financial accountability, and provide some relief and flexibility for condominium associations facing significant repair and reserve funding obligations.



Here are some key provisions of HB 913:


  • SIRS requirements apply to buildings with three or more habitable stories.
  • The deadline for owner-controlled associations to complete their initial SIRS is extended to December 31, 2025.
  • The requirement for mandatory reserves for items beyond the explicitly listed components (roofing, painting, paving) now applies to components with a replacement cost or deferred maintenance expense exceeding $25,000 (up from $10,000).
  • Board members may be removed and personally fined up to $5,000 for noncompliance.
  • Board members must sign an affidavit, acknowledging the completion of SIRS.

The requirement for Structural Integrity Reserve Studies (SIRS) in Florida came in response to the collapse of the Champlain Towers South condominium in Surfside in June 2021. That event brought attention to the importance of proper building maintenance and adequate reserve funding. As a result, Florida passed new laws requiring more regular inspections and stronger financial planning for condominium associations.
